I have not noticed this before, but if you scroll down the menus items in both the EDIT and HELP menus, they shift vertically.

Click on the EDIT menu.
Press the down arrow to move the menu selection down the items.
When you get down near the bottom, the menu scrolls up.

Scroll down? You mean drag and drop items? I cannot reproduce this bug...
